Tessera serves as a value-added consultant, providing A/E firms with specialized traffic design services that improve existing infrastructure by balancing human and vehicular transportation needs. As a woman-owned small business enterprise, Tessera's involvement on projects can support overarching DBE subcontracting goals.

Whether it's conducting a road safety audit or traffic study, designing traffic control signals or planning roadway improvements, Tessera takes a holistic approach toward implementable solutions that balance the needs of all roadway users.


Tess Schwartz, PE, PTOE

Tess holds a Bachelor's degree in Civil Engineering from Rensselaer Polytechnic Institute and has over a decade of experience in transportation engineering, public works administration and public outreach. Ms. Schwartz has worked for several large consulting engineering firms in Connecticut and served as Assistant Director of Public Works for the Town of East Hartford.

Tess also currently serves as Traffic Signal Circuit Rider for the University of Connecticut T2 Center, providing Connecticut towns with training and resources in support of the maintenance and operations of their traffic signal systems.
